executive summary
Access to affordable, nutritious local food is not equal across Ontario. Many communities in Northern Ontario face limited access to locally produced food and, in some cases, can be considered food deserts. Higher transportation costs often increase food prices, creating challenges for food security, community health, and overall well-being.
Strengthening local food systems offers an important opportunity to address these challenges. By supporting local agriculture, food processing, distribution, and marketing, Northern communities can improve access to fresh, healthy food while fostering economic development and regional resilience.

Why This Toolkit Was Developed
This toolkit was created to help municipalities, community organizations, and agricultural leaders better understand the opportunities and barriers associated with local food systems in Northern Ontario. Drawing on research conducted across the region, it identifies practical strategies to strengthen agriculture, improve food production and distribution networks, support local producers and processors, and expand access to local food.
Ultimately, the toolkit provides a roadmap for building stronger local food systems that contribute to healthier residents, more resilient communities, and a more sustainable Northern Ontario.
